Applying for Funding
The most recent solicitation for proposals, entitled Ocean Technology Development, Application, and Demonstration in Support of Maritime Military Operations (CEROSCORE-08-01) was posted on Jan. 7, 2008. PROPOSALS: Proposals are solicited within six broad focus areas: Shallow Water and Terrestrial Surveillance Technologies, emphasizing new and innovative approaches to collection, processing, and presentation of data and information from and about the shallow maritime operational environment (continental shelf depths) and the onshore operational environment; remote detection of CBR (chemical-biological-radiation) threats and toxic chemical signatures. Ocean Environmental Preservation, emphasizing innovative system development and demonstrations for ocean environmental sensing, remediation, monitoring and control. New Ocean Platform, Ship, and ShipBuilding Concepts, emphasizing development and demonstration of innovative designs, advanced structures, or improved techniques and operational methods. Ocean Measurement Instrumentation and Ocean Engineering Tools, emphasizing development and demonstration of advanced sensors, innovative undersea systems or facilities, and new techniques for undersea measurement, modeling, prediction, and exploitation; advanced power sources utilizing batteries, fuel cells, and renewable energy; ocean energy harvesting from waves and currents, gas seeps and gas hydrates, ocean sediments, and water column plankton. Unique Properties of the Deep Ocean Environment, emphasizing new techniques to identify or exploit unique properties, conditions, materials, products, and energy sources of the deep ocean for enhanced maritime operational capability. Improvements in Logistics, Staffing, and Operations and Maintenance, emphasizing technologies and techniques for reducing costs relative to the military maritime mission, infrastructure, productivity and efficiency (driven by the fact that 64% of Navy operations costs are for people); priorities would be innovations in support of operations at the Pearl Harbor Naval Shipyard and the Pacific Missile Range Facility. To be considered for award offerors must submit an unclassified Abstract for the proposed effort to CEROS by 12:00 Noon, Hawaii Standard Time, Monday, 11 February 2008. Abstracts received after that time will NOT be considered. Offerors responding to this solicitation are wholly responsible for timely submissions. Abstracts must be submitted electronically using the website (https://secure.ceros.org). CEROS' mission is to support the Department of Defense technology requirements; encourage leading edge R&D in ocean sciences and technology in Hawaii; foster use of ocean R&D facilities in Hawaii; provide an interface between specialized small businesses with expertise in ocean related R&D and DoD users of advanced technology; and develop avenues to ocean science expertise and facilities at the University of Hawaii (UH).
