Keppel to Build Concrete Heavy Lifter
Keppel Offshore & Marine Limited (Keppel O&M) through its wholly owned subsidiary in The Netherlands, Keppel Verolme BV, won a $186m contract to build a floating heavy lifter for the decommissioning of offshore structures. The contract caters for additional work on the vessel, which if awarded, may potentially increase the contract value by another $31.9m. This first-in-the-world heavy lifter of its class was awarded by MPU Offshore Lift ASA (MPU), a subsidiary of the Norwegian design and development company MPU Enterprise AS. It is expected to be completed by early 2009. Keppel Verolme will execute the marine outfitting works and build the accommodation block as well as fabricate and carry out steelwork and install equipment for lifting topsides and jackets. It will also lease its facilities for the construction of the concrete substructure by the owner's appointed civil contractor. Decommissioning is required when an operational rig reaches the end of its productive life or when a reservoir is depleted. With the design life of most of world's platforms reaching their retirement at 20 to 25 years, the market for decommissioning will grow with time. The process in decommissioning includes engineering and planning for the plugging and abandonment of wells, the removal of platforms and the cleaning out of hydrocarbons and other contaminants from lines, tanks and equipment. One of the world's largest decommissioning projects is the Ekofisk project, which is located in the North Sea. Contracting work on this project has already started for the removal of more than 10 platforms that, according to the plan, shall be removed by 2013. Developed by MPU, the MPU (Multi Purpose Unit) Heavy Lifter distinguishes itself from other removal vessel designs
by its use of concrete technology which gives the heavy lifter greater robustness and less motion on the sea. The other differentiating factors are the cost-effective-
ness in the construction and operation of the platform, and as well as the additional functionalities. The heavy lifter may also be used for installing topsides and jackets.
GlobalSantaFe SCORE Up 1.4%
Worldwide oil and gas drilling contractor GlobalSantaFe Corporation reported that the company's worldwide SCORE, or Summary of Current Offshore Rig Economics, for February 2007 increased 1.4% to 132.9 from the previous month's SCORE of 131.1.
GlobalSantaFe's SCORE compares the profitability of current mobile offshore drilling rig dayrates to the profitability of dayrates at the 1980- 1981 peak of the offshore drilling cycle. In the 1980-1981 period, when SCORE averaged 100 percent, new contract dayrates equaled the sum of daily cash operating costs plus approximately $700 per day per million dollars invested.
CapRock Comms for Candies'
CapRock Communications will provide VSAT services to Otto Candies' fleet of support vessels operating in the Gulf of Mexico. Prior to deploying CapRock's service, Candies relied on a metered solution where customers were charged based on the number of minutes used or by the amount of data sent and received. This system was incapable of handling voice calls and had limited data capabilities, including slow data speeds that often resulted in e-mails that took a significant amount of time to transmit. CapRock's solution enables Candies to better budget

its communication costs. Otto Candies selected one of CapRock's standard broadband packages, which delivers data speeds of 144Kbps to 256Kbps. This enables its personnel to send realtime reports to and from the vessels. These reports include critical data such as fuel levels, weather and sea conditions and up-to-date information on specific customer instructions. Additionally, with voice service included in the package, onshore personnel can call the boats anytime from their home or cell phones, without having to go to the office to connect with the vessels.
