The Coast Guard issued a Request for Information in April 2006 as part of the Bclass strategy to obtain information on available, proven patrol boat designs that could potentially meet the requirements for the FRC-B Replacement Patrol Boat. Based on review of 27 designs submitted by 19 firms under this RFI, the Coast Guard determined that the existing patrol boat market could meet top level FRC-B requirements with minimal design modifications. In order to acquire an FRC-B as expeditiously as possible, the Coast Guard issued a Request for Proposal for the design of the cutter to Integrated Coast Guard Systems in November 2006. ICGS issued a Broad Industry Announcement and RFP for the design of the FRC-B. The ICGS RFP period closed January 31, 2007. Coast Guard leadership also subsequently announced the service would ask ICGS to hold a competition for production of the chosen design. Interim briefings on the progress of the design proposal, as well as projection by ICGS that the additional requirement to compete production of the FRC-B would add up to a year to its delivery schedule, led Coast Guard leadership to consider alternate methods of acquiring the patrol boats. Adm. Thad Allen, commandant of the Coast Guard, signed a decision memorandum March 14, 2007, approving the Deepwater program executive officer's recommendation to terminate the current FRC-B acquisition with ICGS and reassign the acquisition to the Coast Guard's Acquisition Directorate.

Cummings: USCG Making Progress
Congressman Elijah E. Cummings (DMD), Chairman of the Subcommittee on Coast Guard and Maritime Transportation, commented on the decision of the Coast Guard to terminate the current acquisition program for the Fast Response Cutter - B (FRC-B) through the Integrated Coast Guard System (ICGS) team. The Coast Guard has explained that this decision is based on its ongoing commitment to improving program management and to ensuring that the acquisition of the FRC-B will yield a patrol boat that is capable of performing all assigned missions and delivered on schedule. Chairman Cummings said, "We on the Subcommittee on Coast Guard and Maritime Transportation are demanding strict accountability from the Coast Guard. We will have Admiral Allen return to our Subcommittee in 120 days' time from our first Deepwater hearing (on January 30) to report on the progress he has made in improving the Deepwater procurement. The Coast Guard will also be providing a 60-day update report on the corrections being implemented. "I believe that the Coast Guard's decision to handle the procurement of the FRC-B itself - rather than assign that responsibility to the ICGS team - is a responsible step intended to meet the goals that the Coast Guard and Maritime Transportation Subcommittee has given to the Coast Guard. These goals include ensuring that the government's interests are put first in all acquisitions, ensuring that effective products are produced that meet all contract specifications, and ensuring that mechanisms are in place to effectively control costs and yield value for taxpayers' money."
