The successful candidate will: Be responsible for the sourcing, purchasing, planning, and scheduling the movement of raw materials, packaging materials, parts, components, services, supplies, finished goods and related material through production and inventory process. Identifies raw material, component, and related requirements from engineering and production specifications and schedules. Purchases, plans, and coordinates resulting material movement throughout manufacturing and inventory sequences. In front-end procurement mode, analyzes data and determines factors that affect prices and determines lowest cost consistent with quality, reliability, and ability to meet required schedules. Reviews proposals, negotiates prices, selects or recommends suppliers, analyzes trends, follows up orders placed, approves payment, and maintains necessary records of material movement throughout manufacturing and inventory cycles). Coordinates and follows up with production, warehouse, and engineering personnel to ensure appropriate procurement, scheduling and movement of materials and services. Manages day to day relationships with assigned suppliers to assure on time delivery of assigned products. Elevates delivery issues to Materials Manager and Supply Chain Manger for resolution. Assists other team members (Sr buyers and Supply Chain Managers) in the documentation purchases and tracking of deliveries as assigned. Work is closely supervised by Supply Chain Manger or Sr Buyer. Follows specific, detailed instructions. Key Relationships are with the external Supply Chain & Contractors & the Naval Procurement Team. Conform to the established Procurement procedures and policies - Develop Existing Supply Chain GQP X.S.3, Select Supplier GQPC4.11 and Buy GQP F.2.3. Position requirements include: BASIC: Bachelor's degree in a business or technical discipline and 1-5 years of professional experience required OR 3+ years of work experience in a procurement related function. PREFERRED: Good skills with Office applications (MS Word & Excel) are necessary. Knowledge, use and/or application of basic principles and theories of materials management in a manufacturing environment desired. Knowledge and experience in managing supplier relationships necessary. Experience solving routine problems following established procurement policies and procedures desired. Experience with MRP based material and procurement systems. Excellent communications skills (oral and written) are needed. Must be able to build and maintain excellent professional internal and external relationships.
